Assistant Director (Office of Clinical Manpower Development and Medical Affairs)
The Assistant Director/Deputy Director will support the Chairman, Medical Board Office (CMB) and liaise with the clinical departments to ensure the provision of a comprehensive range of clinical services which are aligned and meet with the organisation's objectives.
Doctors' Professional Matters & Medical Manpower Planning
- Oversight to the Doctors' Professional Matters relating to Singapore Medical Council Supervisory Framework for temporary and conditionally registered doctors, Medical Malpractice Insurance and practising Certificates.
- Oversee the smooth administration of an accreditation and credentialing programme for medical staff including doctors, nursing and allied health.
- Oversight of the Joint Committee on Specialist Training and House Officer Accreditation.
- Support the Assistant, Chairman Medical Board (ACMB) who has oversight of Medical Manpower Planning ensuring optimal staffing levels and bench strength for specialists and non-specialists. As well as to assist the ACMB in establishing a framework for Clinical Manpower Development.
- Oversee and facilitate MOH Licensing and Accreditation matters for Yishun Health Campus.
Strategic Planning activities
- Working closely with Clinical Heads, Director of Clinical Service Development and other relevant parties for Clinical Department Strategic Planning activities.
- Ensure the implementation and propose revisions to the MOH Levels of Medical Capability (LMC) Manual at Yishun Health Campus.
- Transformation of Yishun Health (YH) care delivery towards the YH Unified Care Model and the NHG Population Health System in line with MOH aims of care value and capitation.
- Facilitate the establishment of novel clinical services and the expansion of existing services.
- Responsible for the collaboration with external institutions through development of service agreements and visiting consultant/ visiting staff appointments.
- Provide oversight of Hospital Clinical Policy Development in ensuring regular policy development and review to be current with MOH, Cluster or the Hospital's goals and objectives.
- Development and review of the Office of Clinical Manpower Development and Medical Affairs policies.
Training and Development
- Provide oversight of the Training and Development activities of the medical staff (Medical Observer, Clinical Fellowship, Health Manpower Development Plan, Visiting Expert, Peer Review learning and Compulsory Courses for YH employed doctors and MOHH employed doctors)
- Collaborating with Education Development Office to develop and facilitate the orientation program and competency training for junior medical doctors.
- Collaborating with HRD on leadership and other staff development programs for clinicians.
Administrative support to CMB Office
- Ensure the maintenance of an updated register of sub-committees and workgroups under the Clinical Board's purview This includes administering new appointments, renewal and dissolving of sub-committees and workgroups and reviewing terms of references.
- Arrange Internal Review for medical mismanagement and preparing letters of concern and letters of warning for doctors involved.
- Prepare the Monthly CMB reports and facilitate monthly meeting.
Clinical Manpower Development and Medical Affairs Unit
- Ensure that the unit provide secretariat support to Yishun Health Clinical Board and selected Medical Board Committees/ Workgroups.
- Ensure that the members understand the team's objective and work together to achieve it.
- Monitor and manage the day-to-day activities and conduct semi-annual review of members' performance/ appraisal.
- Responsible for setting target, implement guidelines and provide guidance to all members.
- Manage the career advancement and discover learning needs of the team members.
Other responsibilities
- Prepare administrative papers and presentations on Clinical Board policies and associated documents.
- Provide secretariat support various committees/ workgroup under Yishun Health Clinical Board and ensure proper documentation of all meetings and follow-up.
- Provide administrative support to the Chairman, Medical Board Office and perform any other duties when called upon by Chairman, Medical Board in times of medical exigency.
- Responsible for managing, monitoring and controlling identified risk and including the implementation of mitigation plans.
- Foster continuous improvement as our way of life by encouraging staff efforts at improving processes to achieve clinical quality and operational excellence.
JOB REQUIREMENTS
- Minimum Degree / Masters' level qualification in Business Administration, Heath Administration or related.
- At least 12 years' working experience in healthcare with minimum 5 years of supervisory experience
- Excellent planning, analytical and communication skills (written and verbal)
- Adaptable, able to multi-task and work well independently or in a team
- Excellent interpersonal, communication and presentation skills
