Stemgenic is proud to be partnering exclusively with a growing international specialty chemicals manufacturer establishing a new manufacturing facility in Singapore as part of its Asia-Pacific expansion strategy.
The company is recognised globally for its expertise in high-performance polyurethane, epoxy, silicones, adhesives, sealants, and advanced material technologies — supporting industries such as e-mobility, energy storage, automotive electronics, industrial systems, and electrical engineering applications.
Role Summary
Lead the Health, Safety, Environment and Quality function for a new specialty chemicals manufacturing facility during the commissioning and startup phase. This role combines operational safety leadership, ISO 9001 Quality Management System ownership, process-safety awareness, regulatory compliance, and plant readiness activities.
Key Responsibilities
Develop and implement HSE(Q) systems, procedures, and compliance frameworks
Establish and maintain the site's ISO 9001 QMS — document control, CAPA, internal audits, and quality records
Support commissioning, startup, and operational safety and quality readiness activities
Lead workplace inspections, incident investigations, audits, and corrective-action activities
Manage contractor safety, permit-to-work systems, emergency preparedness, and spill-response planning
Support process-safety initiatives relating to hazardous chemicals and mixing operations
Conduct HSE training, toolbox talks, and safety awareness programmes
Ideal Background
Minimum 6 years of HSE experience within industrial or process manufacturing
Demonstrated experience implementing ISO 9001 QMS in a manufacturing setting (mandatory)
Experience within chemical, specialty chemicals, or process environments preferred
Strong knowledge of Singapore HSE regulations and ISO 45001 / ISO 14001
Hands-on operational safety mindset — floor presence, not just audit and documentation
Experience supporting plant startup or commissioning is advantageous
