    The challenges-outpatient limit of health card shouldn't be limited to 20k.A major diagnostic procedure can consume the whole limit,forcing the employee to cash out on his next check up -undermanned,overworked -no pantry.Employees have nowhere else to go to esp. if the canteen is closed -expensive canteen food,so-so taste & has small serving -no mineral water,microwave oven,toaster -bureaucratic
