I'm an NSF thats ORDing in 2 months ish. I have sent alot of resumes but I get alot of job offers to sell insurance/investments with no basic pay. I have some experience in sales, starting a startup business and a diploma. I'm expecting a 3.5k basic job, is that too high? Also, there seem to be very few companies hiring fresh graduates, if they do, they're lowballing. I need some advice, thank you.

3.5k$ is not unreasonable depending on your field, but for fresh grads, some companies might start lower. Maybe look for SMEs where you can grow fast or roles with learning potential.
